Engine problems

Hi

I have some problems with my alfa 33

When the engine is cold and I hold the rpm at 1500 the engine goes to 2000 and then drops to 1500. This keeps repeating.
The engines response is slow when I press accelerate pedal.

does anybody know what it could be?? Do I have to change the fluids and filters or is it in the computer?

it is a alfa 33 1.4 i.e
